Steven Feuerstein just launched a new website in conjunction with Apex Evangelists to obtain assistance from Oracle Developers in fixing the top ten irritants/pet peeves in the Oracle PL/SQL language.
There is a section on the site where you can send questions and or enhancement requests
directly to Bryn Llewellyn; Oracle's PL/SQL Product Manager, Database and Application Server Technologies Development Group.

Developers rarely get a one on one opportunity to forward enhancement requests to Oracle (Unlike E-Business Suite Developers who have a formal enhancement request system in place with the OAUG and Oracle) so this is great chance to get your voice heard.
