I found out recently via the Oracle Ace program that Oracle has created a Development Tools User Research Team. The focus of this team is to learn how Oracle Developers use the various development tools to perform their tasks and deliverables.
The research team is looking for both E-Business Suite and non E-Business Suite developers and DBA's to assist and participate in the studies. They are interested in hearing from developers and DBA's at all skill & knowledge levels.
To start participating send your feedback on tools, feature requests & ideas to devtools_ux_ww@oracle.com

Finally their is a short survey at https://vovici.com/wsb.dll/s/a7aeg305a0. This survey will be updated quarterly with new questions of interest to developers and Oracle's product development team.
